簡(jiǎn)要規則描述：根據《關(guān)于印發(fā)〈2024年上海市生活垃圾分類(lèi)精品小區(村)建設、可回收物回收體系改造提升工作安排〉的通知》(滬分減聯(lián)辦[2024]3 號)和《關(guān)于印發(fā)〈浦東新區持續優(yōu)化生活垃圾全程分類(lèi)體系工作方案〉的通知》(浦分減聯(lián)辦[2024]1號)等文件要求，擬對建業(yè)新村、華豐大樓、西三高層小區垃圾投放點(diǎn)位進(jìn)行精品提升，東方城市花園、東麗苑、東林小區等39個(gè)點(diǎn)位進(jìn)行專(zhuān)項更新,改造內容包括打造一米花園、安裝垃圾分類(lèi)宣傳地插、設計和懸掛垃圾分類(lèi)宣傳橫幅等。質(zhì)保期自驗收合格之日起不少于1年。（具體詳見(jiàn)第三章采購需求書(shū)） ? ? ? ? ? ?

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)小型和微型企業(yè)產(chǎn)品享受10%的價(jià)格折扣優(yōu)惠。（2）殘扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)。（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。（4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。 ? ? ? ?
