二、申請人的資格要求 2. Qualification Requirements for Suppliers

(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：本次采購執行政府強制或優(yōu)先采購節能環(huán)保產(chǎn)品、支持中小微企業(yè)、促進(jìn)殘疾人就業(yè)、支持監獄和戒毒企業(yè)、扶持不發(fā)達地區和少數民族地區以及限制采購進(jìn)口產(chǎn)品等相關(guān)政策。如報價(jià)產(chǎn)品的服務(wù)提供商為中小微企業(yè)，則須在響應文件中提供符合[財庫﹝2020﹞46 號]文格式要求的中小企業(yè)聲明函；如供應商為殘疾人福利性單位，則須在響應文件中提供符合財庫〔2017〕141號文格式要求的殘疾人福利性單位聲明函，一旦成交將在成交公告中公告其聲明函，接受社會(huì )監督；若提供聲明函與事實(shí)不符的，將依照《中華人民共和國政府采購法》第七十七條第一款的規定追究法律責任。 ? ? ? ?

(b)Qualification requirements to be met to implement government procurement policies:?This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020 No.46) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment 1 ? ? ? ?

(c)本項目的特定資格要求：1）投標人單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應商，不得參加同一合同項下的政府采購活動(dòng)；
2）為采購項目提供整體設計、規范編制或者項目管理、監理、檢測等服務(wù)的投標人，不得再參加該采購項目的其他采購活動(dòng)；

4）擬派項目負責人須具備相關(guān)專(zhuān)業(yè)注冊建造師執業(yè)資格；
4）根據財政部《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》（財庫﹝2020﹞46 號）精神，本項目?jì)H面向中、小、微企業(yè)采購。中小企業(yè)應當按照規定提供《中小企業(yè)聲明函》。 ? ? ? ?

(c)Specific qualification requirements for this program:?I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3)Must have the qualifications of professional contracting for firefighting facilities engineering, and must have a production safety license.
4）In accordance with the spirit of the Ministry of Finance's "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Treasury [2020] No. 46), this project is only for small, medium and micro enterprise procurement.
