二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專(zhuān)門(mén)面向小微企業(yè)采購，評審時(shí)，小微企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。（2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

（4）建筑工程施工總承包三級及以上資質(zhì)，且同時(shí)具備建筑裝修裝飾工程專(zhuān)業(yè)承包二級及其以上資質(zhì)；
（5）具有安全生產(chǎn)許可證（有效期內）；
（6）擬派項目負責人具有建筑工程專(zhuān)業(yè)二級及其以上注冊建造師執業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔任其他在建的建設工程項目的項目負責人；
（7）業(yè)績(jì)要求：無(wú)；
（8）其他要求：無(wú)。
(c)Specific qualification requirements for this program:?(3) It must be a legal person organization established in China according to law; (4) Grade III and above qualifications for general contracting of construction projects, and at the same time, Grade II and above qualifications for professional contracting of building decoration and decoration projects; (5) Having a safety production license (within the validity period); (6) The person-in-charge of the proposed project has the qualification of registered construction engineer of Grade II or above in construction engineering, has a valid certificate of safety production assessment, and has not served as the person-in-charge of other construction projects under construction; (7) Performance requirements: None; (8) Other requirements: None.
