簡(jiǎn)要規則描述：本項目共31個(gè)改造點(diǎn)位，涉及紅柿苑（3個(gè)點(diǎn)位）、紅楓苑（1個(gè)點(diǎn)位）、品誠苑（1個(gè)點(diǎn)位）、凌兆十五村（1個(gè)點(diǎn)位）、棕櫚苑（3個(gè)點(diǎn)位）和翠竹苑（22個(gè)點(diǎn)位）；以及翠竹苑室外部******消防卷盤(pán)（僅翠竹苑部分點(diǎn)位）；翠竹苑室外部分進(jìn)行管線(xiàn)敷設等。（具體數量及要求詳見(jiàn)工程量清單及圖紙。）
Brief Specification Description:?This project involves 31 renovation sites, including Hongshi Garden (3 sites), Hongfeng Garden (1 site), Pincheng Garden (1 site), Lingzhao Fifteen Village (1 site), Palm Garden (3 sites), and Cuizhu Garden (22 sites); And the outdoor part of Cuizhu Garden. The main work content of this project is to add or renovate fire alarm systems, emergency lighting and evacuation signage systems, video surveillance systems, and fire reels for the above-mentioned locations (only for some locations in Cuizhu Garden); The outdoor part of Cuizhu Garden will be laid with pipelines, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。（2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

******消防設施工程專(zhuān)業(yè)承包二級及其以上資質(zhì)，或具有建筑工程施工總承包三級及其以上資質(zhì)；
（5）具有安全生產(chǎn)許可證（有效期內）；
（6）擬派項目負責人具有機電工程專(zhuān)業(yè)二級及以上注冊建造師執業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔任其他在建的建設工程項目的項目負責人；
（7）業(yè)績(jì)要求：無(wú)；
（8）其他要求：無(wú)。
(c)Specific qualification requirements for this program:?(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a Level 2 or higher qualification for electronic and intelligent engineering contracting, as well as a Level 2 or higher qualification for fire protection facility engineering contracting, or a Level 3 or higher qualification for general contracting of construction projects; (5) Having a valid safety production license; (6) The proposed project leader shall have a second level or above registered construction engineer qualification in mechanical and electrical engineering, a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects; (7) Performance requirements: none; (8) Other requirements: None.
